The Central Government of India’s Ministry of Finance has officially released the cbn.nic.in list for the year 2024-25 through a gazette notification. Alongside this announcement, a new opium policy for the financial year 2024-25 has been introduced. To qualify for an opium cultivation license in the upcoming year, 2024-25, it is mandatory for cultivators to achieve a minimum average yield of 4.2 kg per hectare of morphine (MQY-M) during the 2024 crop season.
India is granted authorization by the United Nations to cultivate gum opium. This opium, also recognized as Afium or Aahi Phen, serves as an effective pain-relieving source. It falls within the papaveraceous family, a group of medicinal herbs known for their analgesic properties. Gum opium is utilized to alleviate pain and functions as an anti-tissue and anti-spasmodic agent.

India legally cultivates opium crops for the production of opium gum, alkaloids, morphine (for pain relief, including severe pain), codeine (used in cough syrups), and thebaine, all for medical and scientific purposes.
Opium cultivation is allowed in designated areas within the states of Rajasthan, Madhya Pradesh, and Uttar Pradesh, under the supervision of the Central Bureau of Narcotics department. Eligibility for obtaining an “afim patta” license is contingent upon meeting the Minimum Qualifying Yield (MQY-M) criteria.

You can now access the latest cbn.nic.in list for the year 2023-24, which includes details for obtaining opium gum through lancing and the production of poppy straw from unlanced opium poppy.
This information is available on the official website of the Central Bureau of Narcotics. Additionally, the central government has identified specific districts in Uttarakhand for experimental opium production.
