The Mobile Number Revocation List (MNRL) contains the mobile numbers that have been permanently disconnected. This list is published on the TRAI website every month and is available in the public domain. It enables various agencies to independently download the list and clean up their database using their own workflows. For instance, a bank could download the list, review each number, and flag any numbers that belong to their customers. This way, the customer can update their phone number with the bank’s latest records.

MNRL is the digitally signed list of permanently disconnected mobile numbers, uploaded by individual Telecom Service Providers (TSPs), which are published on the TRAI website every month in public domain.

The MNRL serves as a solution to this problem by providing a centralized database of revoked mobile numbers. Service providers can access the MNRL to ensure that any new customers are not assigned a revoked mobile number. This ensures that any potential risk of fraudulent activity or identity theft is mitigated.

The MNRL is maintained by the Telecom Regulatory Authority of India (TRAI) in India. It is a mandatory requirement for all telecom service providers to report any revoked mobile numbers to the MNRL. Service providers must also ensure that their systems are integrated with the MNRL to prevent the allocation of revoked mobile numbers.

Purpose of MNRL

After 90 days of surrender or permanent disconnection, a mobile number may be reallocated by the TSP to a new customer. However, the previous customer may not update their information on various service delivery platforms, either because they do not use the service regularly or are unaware of the potential risks associated with mobile number reuse. This creates a significant risk of identity/profile takeover on the re-allocation of the mobile number.
To promote transparency and efficiency, a Mobile Number Revocation List is provided to stakeholders. Interested parties can use this list to clean up their databases and avoid sending One Time Passwords (OTP) or other sensitive information to someone other than their intended customer.
